On September 1, 2002, TRS introduced TRS-ActiveCare, a new statewide health coverage program for public education employees established by the 77 th Texas Legislature. Today, participation in that program has grown to over 476,767 employees and dependents. Of the 1,246 districts/entities eligible to participate in TRS-ActiveCare, 90 %, or 1,120 now do so.
El Paso ISD joined TRS-ActiveCare effective January 1, 2011.
Although TRS-ActiveCare offers health maintenance organization (HMO) options throughout Texas, these HMO options are not available in the El Paso area. For the 2013-2014 Benefit Plan Year, Employees will have three PPO plan options to choose from, as administered by Blue Cross and Blue Shield of Texas and Express Scripts (formerly Medco).

Deductions for TRS-AC Health Plan Options are taken in the month of coverage. For example: Deductions taken in September pay for September coverage. All other voluntary benefit plan premiums continue to be deducted a month in advance of coverage unless deductions are pro-rated.
COST TO EMPLOYEES WHO ELECT TO PARTICIPATE IN THE TRS-AC HEALTH PLAN
The Board of Trustees will be meeting on Tuesday, April 23, 2013 to finalize the District’s contribution towards the cost of participating in the TRS-AC Health Plan Options
New for 2014 is the Individual Mandate required by the Affordable Care Act(ACA). ACA requires that every individual to maintain minimum health insurance coverage for themselves and their dependents. Unless an individual is exempt, the individual will have to pay a penalty for every month that the individual fails to maintain health insurance coverage. The requirement takes effect in January 1, 2014. The Individual Mandate is not considered a special enrollment event by TRS-AC, therefore, elections should reflect your informed decision to comply with the ACA requirements.
Pooling Funds
Married employees who are both active contributing TRS members may “pool” their district contributions to use toward the cost of TRS-ActiveCare coverage for family coverage.
